Turkey can achieve a massive leap in employment by directing its millions of unemployed university graduates toward these "New Collar" jobs.

2.1 Programmers Who Don't Code: Prompt Engineering

In the future, programming languages (Python, C++, etc.) will recede into the background, and the most critical programming language will be "Human Language." In a law firm, the person who feeds thousands of pages of case files to an AI to extract defense arguments will not be a computer engineer who knows how to code; it will be a "Prompt Engineer" who masters legal terminology and the logic of AI language models. Young people specializing in law, medicine, architecture, or marketing will create entirely new, high-income employment fields simply by learning how to communicate correctly with machines.

2.2 Data Labeling and Training Labor

The "intelligence" of AI models is limited by the quality of the data that trains them. For an autonomous vehicle to distinguish a pedestrian from a trash can, millions of images must be labeled by humans. Data labeling is the "blue-collar" labor of the digital age. Young people living in remote Anatolian villages, armed with just an internet connection and a computer, will form a new army of "cloud workers" offering data labeling services to global AI companies. With its low labor costs and high internet penetration, Turkey has the potential to become Europe's data processing hub in this field.

3. Employment Generated by Regulation and Compliance

Legal regulations themselves act as employment engines. Just as the enactment of Personal Data Protection Laws (KVKK / GDPR) opened up entirely new career paths like "Data Protection Officers" (DPO) for tens of thousands of lawyers and IT professionals, a Turkish AI Act will give birth to its own ecosystem and professions.

Legislative Proposal: The Mandatory "AI Compliance Officer" Under the Turkish AI Act, every company employing more than 50 people and utilizing autonomous decision support systems should be legally required to employ an "AI Compliance Officer." This single legal provision would instantly open up thousands of new, qualified job opportunities overnight for graduates in philosophy, sociology, and law in Turkey.

3.1 Algorithmic Bias Auditors

Who will audit whether AI systems making decisions on hiring, lending, or insurance policy pricing are discriminating based on gender, race, or regional background? This is where "Algorithm Audit Firms" will emerge. A brand new "audit" sector comprised of sociologists and data scientists, dedicated solely to testing the fairness of AI and reverse-engineering systems, will be born. This will evolve into a massive industry, much like today's financial independent audit firms (the Big Four).

4. Turkey's Window of Opportunity: Exports and the Startup Ecosystem

In recent years, Turkey has written an incredible success story in the mobile gaming sector, producing billion-dollar "Unicorn" companies. The same success can be replicated in AI-supported Software as a Service (SaaS) exports. The AI Act must take on an incubating mission that prepares local entrepreneurs for international markets, rather than penalizing them.

4.1 Cultural and Linguistic AI Models (Regional LLMs)

American-origin models like ChatGPT or Gemini are trained on datasets representing Western culture. Developing Regional Large Language Models (Regional LLMs) that truly understand the agglutinative structure of the Turkish language, local idioms, and the cultural nuances of the Middle East, the Balkans, and Turkic Republics presents a massive opportunity. AI models developed in Turkey, not just for the domestic market but for Arabic, Persian, or Russian-speaking markets, will create employment for thousands of linguists, cultural data experts, and software developers.

4.2 "Human-Robot" Collaboration (Cobot) Designers in Industry

In the industrial sector, robots will not completely replace humans; rather, the era of the "Cobot" (Collaborative Robot), where humans and machines work side-by-side, will begin. A factory worker will no longer carry heavy loads but will transform into a "robot operator" who fine-tunes the cobot beside them and steps in where the machine errs. By prioritizing robotic interface design training in vocational high schools, this transformation presents an opportunity to elevate both the income levels and the job quality of blue-collar workers.

5. Legislative Proposals to Stimulate Job Creation

The drafted legislation must include concrete provisions that motivate companies to retain human workers and create employment in new AI fields:

A. The "AI Training Voucher" System If companies choose to provide their employees with in-house "Prompt Engineering" or "Data Analysis" training instead of laying them off, the cost of these training programs should be directly deducted from corporate taxes or subsidized by the state as "Training Vouchers."

Turkey's strategy must not be to build a wall against the wave, but to learn how to surf it. A correct, human-centric, and incentive-driven AI Act can build a brand new, highly prosperous "New Collar" Turkey—one where philosophers act as algorithmic ethics experts, linguists become prompt engineers, and young farmers manage drone fleets.
