The four axes
The plan rests on four complementary axes: Discover (awareness and literacy), Benefit (adoption across public and private sectors), Produce (domestic technology and infrastructure) and Govern (governance, regulation and oversight), with 16 actions defined beneath them.
Headline targets
- 1 gigawatt of installed data-centre capacity by 2030
- At least USD 10 billion mobilised for data-centre, cloud and AI infrastructure
- A minimum 2% share of public investment allocated to AI projects
- 10,000 advanced specialists and 100,000 AI application professionals trained
- AI literacy training for 5 million citizens within two years, with workshops across all 81 provinces
- More than 2,000 public datasets opened through the National Data Library by 2030
- 5+ regulatory sandboxes (regulatory experimentation zones)
- A single-window approval process for entrepreneurs, capped at 30 business days
Underlying principles
The circular states that the plan is built on human-centricity, reliability, ethical responsibility, digital sovereignty and sustainable development. It is the second-generation policy document following the National AI Strategy covering 2021-2025, and was first presented publicly at the Türkiye AI Summit on 13 June 2026.
Governance: the National AI Council
Central coordination and monitoring sit with the National AI Council. The circular directs public institutions to carry out the duties assigned to them under the plan — so its immediate addressee is the public administration.
Legal character: a plan, not an obligation
This is an action plan put into effect by a circular: it is not a statute or regulation imposing directly enforceable duties on the private sector. Its practical effect will nonetheless be significant — AI criteria in public procurement, data sharing and regulatory sandboxes will shape secondary legislation and tender specifications in the period ahead. For companies, the right reading today is to treat the plan as a forecast of the compliance calendar.
